I got my hands on a free broken 9800xt. Looking at it, all of the hexfet source pins read dead short to ground (ouch). I've lifted the aluminum caps in hopes that one of those was the problem, as well as c1532. Still no joy. I was wondering if there is a bridge in the path to the gpu I can lift to further isolate this. It could well be the gpu is melted or maybe just a hexfet source to drain short. No bridge to cpu that i know of. That one may end up being a card that might not ever come back to life. But i'd probably try to fix it. You sure you're looking at it correctly? The core should read 10 ohms or so to ground.
