I wouldn't use TurboV to overclock, in fact I wouldn't use any software to overclock my system. My recommendation is to un-install all the Asus resource hogging software utilities and use the BIOS directly to overclock. What I did was set the settings in the BIOS, write down what I set on a notepad, then when I boot I have a record of settings. In fact I later used a laptop and maintained an MS Excel sheet.
Is Intel SpeedStep turned off as well? EIST? You need to turn off C1E and SpeedStep. HT being on or off has nothing to do with the CPU Ratio going up or down. I also turned off Turbo mode and set the CPU Ratio to 21, for me that resulted in my system keeping it at 21 and it never changed.
