Guys it seems that someone at asus forums solved his coldboot by flashing to bios 0805. Give it a try and let us know if it worked for you.
Edit: already two people got it working! :) sounds promising

I need 1.544v to be 100% stable@ 4.2 ghz with HT off....I think I need to buy a different cpu and pawn this off on a family member!!>:)
i have found a little problem with the RIIE.
please test this:
Multi Auto (21 under load; Prime or cinebench)
BCLK 200
VCore 1.35 or more
HT on
if i (and two other people) set the vcore over 1.35, the multi goes down from 21 to 20,8x under load.
1.38 VCore for example give 20.5x.
Over 1.40 Volt the Multi is fix to 20.
My cpu temp is still perfect. Watertemp was 16 degress and cpu @ load 55 degress.
how can we override this problem? i would bench with 21x215 and 1.45 volt, but it is not possible.
is it a bios issue/setting?
So, you have TURBO on I see and HT. If I leave HT off the multiplier stays at 21x and stays at 4.2ghz, no matter the voltage or temperature. If I turn HT on and I put a load of 100% on all the cores, it drops to 20x multi and 4.ghz. The temperature also doesn't matter...

Make sure you disable ASUS Temp Probe. I have found that it runs in the background and changes many settings based upon temps, not to mention that it is not accurate. I have noticed a big difference between AP and Real Temp. Just my 2 cents.

In XP multi stays on 21 at full load or idle.., but in Vista it drops to 12.., 15,.., doesnt stay at 21 untill load is present...
This is with HT and Turbo on... C1 supp off..
This is normal behavior. Gigabyte boards will not do this I believe as there is a mistake in their implementation of Turbo (i.e., it is always on)...turbo is supposed to be for single threaded apps only. The fact that this is not the case on most boards is a plain mistake in the BIOS (Gigabyte is the worst for it).
just turn off power saving features in windows power options. then turbo runs all the time.... pretty much.

I just got this motherboard and I'm in the proccess of building my new rig . I was wondering on first boot should I leave the voltages on auto setting or set my ram , cpu to its rated volts? After a day or so of the it being up and running I'm going to overclock like it a mad man.
...What did you guys do on first boot..?
XP 32 default always 21.., Vista 32 turned power saving to performance = 21 24/7 (on this board...)

open it and start prime to show us that 21 multiplier doesn´t go down to 20.
try with 21x200 and 1.45v and show us a screen :)
Will test tomorrow.., have a feeling 06 will give me sum problems.., seen various results with same settings.., indicator that turbo falls of wagon.. :-)
The overspeed protection should be removable. François Piedonel from intel has already stated a month ago that every motherboard manufacturer will include a bios setting called "CPU VR current override". Enabling this setting will make your CPU ignore all TDP limits. I know this setting exist on P6T so why would it not be on rampage?
Somehow i've lost HT on my cpu. When i enable HT and boot my computer it says i have 2 cores, 4 threads on cpu-z. Even with the bios values reset to default. I've reflashed my bios to the newest one and i still get 2 cores and 4 threads in CPU-Z. But when i go to the Device manager under CPU's it list 8 Intel 920's.
BUT when i open Cinabench up to do a HT test it only does 4 threads.
I've tried everything. I Reset everything to it's default values but I can't get my computer to use all 8 threads
Any Idea's? or do i have a busted chip?
Also..
When i disable HT CPU-Z will show me 4 cores with 4 threads like the pic i have attached. i will also post a picture with ht enabled.

Here it is with HT Enabled. Notice CPU-Z says 2 Cores and 4 Threads but the Device Manager says otherwise. But Windows and other programs still act as if there are only 2 cores and 4 threads.
