Volt mod..not much difference

I did the 1.4v mod to my 1st evga 7900GT CO (500/750) and I could get into the 600's easily with it. Stock I would get 560 on the core, memory im not concerned about. I have a zalman vf700cu on it so idle was like 37 and temps went to mid-high 50's.
I had to RMA the card due to massive artifacts in 3dmark01 and 03 etc and screen blinking on and off...as a note many were experiencing this problem with a huge thread continuing over on the eVGA forums. So it wasn't a result of my voltmod/ocing as many were experiencing on stock speeds.
So i get my new 7900gt replacement..put the zalman on and do the 1.4 volt mod and guess what coolbits detects as optimal? only ~530 core!!! On my old one it would detect @ ~560 stock and ~600+ with 1.4 voltmod. I havent tried doing coolbits w/o the voltmod...i bet it would detect under 500 LOL! even though stock from eVGA is 500. I believe coolbits that 530 is the optimal core b/c if i do something above that or so i get artifacts in 3dmark but stock speeds, 3dmark no artifacts. So it doesnt seem like they r giving me a false optimal frequency.
I know im getting 1.4 volts.. I bought a multimeter and measured the VGPU and it was 1.398 volts. I'm thinking of doing the 1.45, 1.5 or 1.55 volt mod tomorrow. maybe this card is just needs more volts? maybe with the bad batch of eVGA 7900gt cards that people are complaining about on the evga forums something was wrong with the voltage or something? so this one is fixced so needs a little more? With the 1.4 volt mod now..idle is 38-39 and load is still around 59 like my old card.
I thought something was wrong with the vmod so i redid and reseated and recleaned the zalman with alcohol and new artic silver 5 as before and same results.
Any ideas?
I'll let you guys know my result when i do the 1.45 (maybe 1.5 or more) to see if I can get 600+ core and see if my temps are fine of course and use my multimeter :D
--UPDATE--
Used ATI Tool and it started to get yellow dots on artifact scan around 640 core, which is what im expecting so I set it to 630 w/ coolbits and ran 3dmark03...no artifacts like i been experiencing yet!! i dont get it..just take time for the vmod and thermalpaste to set in? burn in the video card? Well im not saying its 100% okay now im gonna run 3dmark 01,03, 05 and 06 a couple more times, one test isnt enough to conclude but its better than anything i have gotten all day (besides being @ stock speeds) Still thinking about doing 1.45/1.5 vmod, just to get more out of the core.
