You think they dont spend that kind of money? F1 cars are not Indy cars ;)
Why do you think all the lower teams are so deperate for cost cutting which is what a lot of the rule changes in F1 have been about.
Here is a list, according to F1 racing of what the teams spent in 2004:

It maybe easier to get the power out without the rev limiter, but everyone has it and the engines now have to last 2 races which is a massive challenge, i wouldnt say it's very easy.
I agree about the comparison, those are the only road cars you could even consider comparing, but tbh even they wouldnt come close.
