It depends on their RPM.
Anyway, i'm getting better airflow with less RPM using this configuration:up:

The fans attached to the CPU cooler - it just looks better.:D
The fans attached to the HD cage - there isn't much air to take from there, so using this configuration gives the Smart fans a bit higher air pressure.

That white thing is actually a fan? I assumed it was just the fan's cage with the blades and motor removed. People used to do this back in the day to reduce the effect of the deadspot.
