My guess is that it is as has been already stated: the high end 2900 does not have the silicon, but the 2600 and below do. Nvidia did things the same way. The hardware decode is built in to the 8600 and 8500 varieties, while the 8800 series do not have the silicon (and I don't know that the 8800 ultra does, although I haven't heard either way on that). What prompted the AIB partners to post things on their boxes to the contrary is beyond me. You can't tell me that it's a miscommunication on the part of ATI, but who knows.
