The 720QM allows a single core to 2.8Ghz (the lowest clock is 1.6Ghz).
However, simultaneously, it won't allow all four cores to increase their multiplier. The "turbo boost" puts this limitation on the chip.
This is a Nehalem chip, but it's mobile, so it doesn't have quite the same behavior as the desktop chips.
Does anyone know how to break the limiter for mobile i7?
