Yes but the second PCI-E slot is only 8x electrical...take a close look, notice the Texas Instruments chip underneath the cut out notch under the PCI-E slot?...the pins inside only extend to 8x and the rest of the slot if solid plastic.
Also notice the old (and crappy) plastic push pins are back on the NB??...X38 featured metal spring screws to secure the NB heatsink better onto the PCB.
Oh no! No more IDT chip for extla PCIe lanes ... this chip is unstable like hell and is buggy ... like on Maximus Extreme ...

I must say that I like the layout of this board, very symmetrical with lots of ports. But, I'm thinking this board is going to cost a pretty penny.
