Well, not neccessarily. If this is made by CWT (like the TX750) and uses a 140mm fan (again like the TX750), it will probably be the same one. Being a Yate Loon D14-BH. That's a ball-bearing 140mm fan running a full 2800 (!) rpm at 12V. In the TX750, they run that thing at around 4V starting, so it's never under 900rpm which is quite annoying.
But since this PSU clearly isn't supposed to be silent - unlike the TX - I guess it's ok... won't have any defective fans at least.
