Being bored, I modified a rare but crappy Core Solo 1850 processor to run at "ULV" spec.
This is just a simple hardware mod, remove BEL1 pin.
Only runs at 1GHz, with a 533MHz FSB modified to 667MHz FSB and just chugs along. This processor does not need a heatsink :)

temp maxes out at 71C, Idle sits at ~40C... not bad at all.
Not sure how low I can mod it down. This thing uses like 5.5W. Later I will take photo of my kill-a-watt @ idle and at 100% full CPU load. Its kinda cool, only goes up a few watts
I will probably play with hardware voltage mods on the CPU later to see if I can get it much lower. Not really sure the point, it is already ULV to the max :) For me this is just a throw away CPU along with all the other core solo's I have sitting around.
I wouldn't call it a throwaway. My terastation has a ppc 266 and it is an amazingly useful little box. Much work can be done given 24/7 to do it in!
I'm very impressed with 5.5W.

I have both, I will test the differences tomorrow.
so with a basic heatsink with no fan should do about 40-50 load.
This would make an insanely awesome HTPC rig.
