Where did you download the 7/02 bios from?
What's your ram ? See if you can lower the multi to 7 and go for DDR2 800...which might get you closer to sub 30s :)

multi in sempron is locked so i can't change to 7 multi..
my ddr is kingston 512 ddr667 so far maxs stable in 420 (840Mhz) timing 12-5-5-5-2T @ 2.1volt
