Well, I got my money back. A bit more cheerful.
Took him until the 20th to ship it to begin with and he sent UPS ground for some reason, but It should arrive in the next couple days if I were to guess.
No waterblock still 3 more days until Paypal decides to drop the hammer.
Pump arrived today again in pretty depressing box with pretty depressing packaging, but I immediately slapped a top onto it and it seems to run just fine. For the time being things seem to have worked out fine. I'l keep you all posted on whether the pump works fine in my loop.

Are aspire.comptech and I the only two that haven't recieved items from Dylan? He has until Friday to reply to Paypal.
Ok here is the deal after a taking the pump apart to sell the petra top to recover some of my loses I discovered there was no O ring gasket I found an O ring that I was able to make work and it pumps water so I amend my non working comment and have canceled my paypal resolution. Even though it works it was sent incomplete and shipped late and shipped badly. -sponge
