ASCII makes perfect sense given the assumptions on which it was founded. Control characters were originally intended not to represent printable information, but rather to control devices (such as printers) that make use of ASCII, or to provide meta-information about data streams such as those stored on magnetic tape. However it ultimately was designed for the Teletype Model 33 ASR. Which is at this point a relic which should not impact the design of a character set.
