Unless you have Photoshop or other image editing software, download InfranView (http://downloads-zdnet.com.com/IrfanView/3000-2192_2-10491149.html), it's FREE! Once it's installed:

1. Open an image by choosing File ---> Open;
2. Go to Image ---> Resize/Resample or press CTRL-R;
3. Resize using any of the three methods: Pixel, Percentage or any of the Standard dimensions;
4. Then save it by choosing File ---> Save as;
5. Pick file format at the bottom as JPG (photos) or PNG (good for screenshots, small file, good quality);
6. Decide on quality or compression ratio by moving a slider.
7. Hit Save and you're done

Photoshop gives you more control over size of the output file. You can even make it adjust compression settings for you by setting MAX file size of 199KB, preview it and then save it.

I use a program from Microsoft called Image Resizer it can be found here.
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx
Its on the right side of the page towards the bottom... Its really easy to use all you have to do is right click the image file and choose resize and it will let you choose the size.

Image Resize is neat, too :) Right-click is quite handy... But I think it can only resize, right? You can't change JPEG compression with it or convert to different format, can you?

I have not been using InfranView before and just now noticed that it has a cool Batch Resize feature. For a FREE tool, it's really robust!
