How to upload one? I'm assuming some sort of restriction has been placed upon custom avatars... I'd like to know what this is. A post limit? Or only moderators/certain people can have a custom avatar?

None as of now.
No restrictions! Avatars just need to fit these settings.
Note: the maximum size of your custom image is 200 by 200 pixels or 50000 bytes (whichever is smaller).

Guys - I just read that it takes 10 posts or more to specify a custom avatar... I do not yet have that 10. :)

avatars are open to all
but anything found outside the rhealm of what a mod or admin feels is within tatste... we will request it be replaced.

Ok now I have 10 posts and have the avatar you all know and love (yeah right) yet alas, the white background stands out a little too much with the color scheme, but I think i'll survive. :p

What, changing the site's color layout? :eek: :) I have a black background version I switched to over at icrontic, but then it just blends in too much here. I'll work something out... :p
