Will 1KOhm give me 1.9V on the gpu or am i wrong?

No it will give you more like 1.81v.

Have a look here (http://www.xbitlabs.com/video/visiontek-ti4600/) at the guide. Scroll down a bit and there is a part where they work out the voltage :)
