Hi,
in FEAR, there is an integrated performance test feature, so you can use that. It is under Options->Performance.
For all other games, the universal solution is a program called FRAPS. You download it, and launch it before you run the game, then press F11 in the game to start FPS measurement and F11 to stop it... the result is output to a file.
