program to limit cpu use while on battery power

This would be handy on laptops while running DC projects or if you went onto battery backup for a server/desktop.

In my power settings on my laptop in XP i have "Alarm Action" on the alarms tab where I have the option to run a program on alarm. Maybe you could have that program shut down the DC project or something, i can't think of a way to make it throttle down though
