so i ran OCCT while i slept last night, this is what it came up with

this was all done on an antec smartpower 350s, the one that comes with the 3700BQE case.

No, they shouldnt is the short answer, yor components are pulling too much power, causing the psu to probably overheat causing the power output to drop. You should look into getting a new psu STAT. It is usually the cause of a low overclock if the rails drop that much.
Edit: although looking at it again the drops arent that large, its the fact that the original voltages are low that worries me even more.

they seem to be pretty low ...

are you sure the program is reading all voltages correct ?

if so, I would look for another psu ;)

The drops look massive in the graph but aren't half as bad as it looks.
The worst is your 12Vrail but it only has 0,65% variation.

How bad is that, less than 1%-- i wouldn't worry too much.

If you can cranck up your rails a little by pots it might be a good idea to adjust them a little though.

sensors on the board are just crap - forget it!

my gigabyte shows me drops under 11.5V (!!) under load while the measurement device shows relaxxed 12.1V !
so get a measurement device and come back ;)

yes uns a mm. my boars shows me ~ 12,9-12,8v .... mm 12,4
funny but 12,9 would be betta :D

this was done on a antec smartpower350, the one that comes with the 3700BQE

i have 3x 120GB 7200rpm drives, 1 cd burner and 1 dvd burner

2x 256MB sticks of bh5 and 1x 512MB stick of corsair LL, for a total of 1GB

cpu 1700+ @ 2.2ghz with 1.60v

9800XT with the ati silencer 3
