Peltier/TEC Psu Questions

I'm looking for a psu to provide around 36-40 amps on a 7-12 volt basis. Either a psu that does 12volt and I can 7volt it with a 5 volt ground, or just a 6-7 volter. Anyone know of these, or how to get something to do something like this? Like a step down transformer?

Yeah but there hella-expensive and the good ones dont show up on ebay often. I mean something that can do like 7 volts at 60 amps.
