bring up a new page and click at the top Filters > Render > cloud
that is the basis of most (of my at least) photoshop pictures
then click Filters again and try out various techniques
i find photoshop doesn't have EVERYTHING i want , i use a variety of programs such as paint (j/k) paint shop pro , GIMP ;o
