400gb partition issues

I just bought the Seagate 7200.8 400GB sata drive. Problem is that both linux and windows see it as (offhand) 386gb. My bios reports as 400gb. whats wrong?

edit: nevermind I forgot about the unpartionable space

Harddrive manufactuerers measure 1GB = 1000MB compared to 1024MB like Windows does.

Yea, Kooldrew is right. for example, 1gb of mem = 1024 mb.
