Is there a cheap way to get the cpu temp below ambient? I don't want something temporary. I've looked at the peltier but it's too expensive for me (it's mostly the psu that is expensive).
BTW i'm watercooling

Cheapest way, if you already have watercooling, is probably to either put a TEC on the block or make a water chiller. Or, possibly, if you have an air conditioner, you could duct it into your radiator intake, which might do the trick.

Evaporative Tower ("bong") water cooling.

If set up properly they'll bring your water temps to just above the dew point, which can be anything from 0-20C below room temperature depending on ambient humidity. Generally best to route the air-flow through the tower outside to prevent raising your room's humidity to 100%.

I don't think a bong would be a good idea for me, i live in a student room (it 9m²) and i don't want to live in the amazonian forest :). I think i'll have to put money on the side and get me a pelt
