heat dissipation after vmod?

whats the difference in heat dissipation before and after the vmod on most video cards? if you raise the voltage to the core by 30%, does that mean the heat dissipation will rise 30%?

and what is the realtion between power consumption and heat dissipation? for example ,does a cpu that sucks 80W from your psu dissipate the whole 80W in heat?
