Intel is going to invest hundreds of millions of dollars to build a 65nm assembly plant in China. This is going to be their second China assembly plant. This new factory should start producing in 2007. Source (http://theinquirer.net/?article=22072)

As far as jobs, about 10,000. Intel was lobbying a few states like Washington and New Mexico to give them free property taxes so that they would build their fab in the US. They mentioned China and a few other countries would give them the lowest cost of production, but they were worried about the supporting infrastructure. Guess they changed their minds / made their political statement.

Impact on who?
On the Chinese, it means more international status, even more growth and so on.
For the CPU market, little impact atm IMO.
Bit of a snub to the US, but tbh, the cost of wages in China is so low that the amount of tax breaks the US would have to give them to keep them there would be criminal.

wont it just make it worse? they have massive leakage problems with 90nm, how is going to 65nm going to fix that
