Lets say you have like a really small peltier or water block which fits on a piece of ram... would it make it overclock better?

Yes, it should, the same way that cooling down anything will increase the maximum overclock. However, if you wanted to make a waterblock to fit on system RAM, it would probably preclude putting in any other sticks of RAM, since it would probably block all the other slots.

I know that LardArse has done it in the past, including attaching an 80W TEC to his RAM, but I haven't heard much about it more recently. Perhaps because most ppl don't have the 1337 waterblock making skillz? :p.

if i had like 10 tecs... i stick one on every single things i had like northbridge. processor. southbridge ram hard drive video card monitor cd drive dvd drive burner etc

1 600 watt psu for the tecs....

I've tried it so has Player-o over at Liquid Ninjas. They make water blocks for ram at Ram Aqua Sinks (http://www.overclockershideout.com/Merchant2/merchant.mv?Screen=PROD&Store_Code=o&Product_Code=RAS&Category_Code=WB). It didn't help any and it was a real pain in the ass.
