I used my ATI video card to capture some video files from a camcorder.
They are in a ATI file format ?
What program can I use to convert to dvd ?
The files are allready captured at dvd quality. (file is 3.23 g in size)
Or what software can I use that will capture in a true dvd format ?
I am used to tempencode but it does not want to work with ATI type files.
I want to burn dvd's that will work in a home dvd player.

As far as I can remember the only way I know goes like this...

Open ATI Multimedia Center and go to Media Library... I think you can also get the by opening Launch Pad.
Find the file that you just captured ( the one with .vcr extension ) and right-click on it. The option "Export to MPEG-2" should be right there...
