Has anyone overclocked the p4's with 2mb cache. I've heard that the more cache you have on your cpu, it makes it harder to overclock. I don't know if this is true, but would like to find out.

EE's overclock less than the regular P4's but they love the voltage.

how high of a voltage do you think they can take. 2v, 2.1v ...?

you need supercooling to give them voltage. I wouldnt go past 1.8v with less than a single stage phase change cooler.

Can i run at 1.7V with ASETEC Waterchill i got CPU->VGA->NB->HDD with 2x120mm?

Some EE's clock better than others. I have seen 4GhZ done on stock voltage. There's no need to push voltage too high unless you want to overclock to extreme speeds.
