will silicone tubing stretch out to fit over 5/8 inch fittings?

Yes. Tygon will as well, but its much harder to do.
I wouldn't use silicon though. It porious and will slowly leak out your coolant. Before i got a res, I lost 50% of my coolant every 6 weeks through the silicone tube i was using (and yes i had the thick walled stuff).
