HI
I got IC7-Max3 that I am using at the moment and I got this problem recently happening well at least that is when I noticed it.

Every time I am in bios its making some hight pitch noise and it seems like it coming from the somewhere around the cpu or under that plastic where oem fan is that normal or what do i do ?

I had one that did that too, I replaced the mobo to fix the problem.

Maybe try unplugging the OTES fan first & see if the noise stops & if not, then maybe try the chipset fan??

Just boot up into the bios & then do it. I wouldn't have the rig running too long w/out a fan on the chipset. Especially if OCed.

If you're using a NorthWood then it may be okay, if Prescott, you must imo, not let the chipset be w/out a fan for long. Just long enough to notice if the noise stops.

The IC7-G/-Max3 used to have a problem where the older type hsf for chipset used to fail alot.

Not so sure about the newer "ORB" style hsf...
