You dont need a special block for a chiller, just pump it through a standard block.

This is not the block bh2k, it's the evaporator. Where the water is chilled.

it should work but i dunno why u need three refrigerant pipes, just use one and coil it around, if u do that there will be a gap in the middle which u could put steel wool or copper wool if they make it to force the water to slow down there and touch the cold tubes

Well, this outter tube is 22mm OD piping. When you want to coil a refridgerant pipe inside, you will need very thin piping.

The idea of this design is creating more surface area than a coaxial HX, but still forcing the water past all the surface area.

This is in contradiction with coils in reservoirs. The water is free to move and will not go past all the surface area. A turbulent flow helps, but is not as effective as coaxial heatexchangers.

Another pro of this design is that doesn't is very restrictive in the coolant flow. Unlike copper wool.

The good thing about using a 22mm OD tube, is that they can be curled up to reduce size (without any extraordinary tools).
