K-type thermocouple cut into a small piece of copper pipe. Accurate to 0.3% :D

If I point the infarred monitor to the water tube, will it give the accurate temp because theirs a acrylic window over it

It will give you the temp of what your pointing. The tube will be very close to the same temperature.

If you aim it at something through your case window, you will get the temp of your case window.

Since it's acrylic won't the infarred rays go through the window and bounce back off the tubes to the device?

No. Similar to a burgler alarm infra red sensor - it will bounce off glass and plastics. AFAIK.

You might look at that themometer you linked to,
It has a temp range of 33 to +220c. ...
I've had a hard time finding a resonable priced themometer that will read zero and below
Hope somebody has something like that and will post it.
