Question about BIOS - Why are .25 not available?

I new at this stuff. Can someone please explain this to me?

Why isn't it possible to mod a BIOS to offer a multiplier on the quarters as well as the halves?

Like 10 10.25 10.5 10.75 11 11.25 ect....

^^ actually, if im not mistaken, on some BIOSes it is possible to do that, its strictly software based only though.
