Basically, the PDS mod makes the ships more "realistic" in matters of their weaponry. Tracers from anti-strikecraft guns continue on until out of view. Beams from weapons fire until infinity, as a laser in space would actually do.
There were many features in HW2 that were left switched off by developers because of the rush to release. Features such as a further expanded weapons upgrade menu for cap-ships are amongst the features unlocked.
Also added are new frigate and strike-craft variants.
Read up on PDS in the link I provied on the first page.
