Does anyone Know how to create a Domain name or Name Server on Windows XP?

The basics (http://www.microsoft.com/technet/prodtechnol/winntas/tips/techrep/dnspt2.mspx). It's on win2k, but you should be able to fill in the blanks so to say.

I don't think I understand your question. What is it you are trying to do?

put a domain name like winshack.com

I want to do it using the DNS service on windows 2k or xp so i dont have to pay etc

You will need to pay to register the name/domain with or without your own DNS.

Maybe you could consider dyndns or similar services - free or cheap. I have aems.dyndns.org registered with dyndns, it is still free (I think).

If you use winshack.com without registering it, I can think of at least two things that will happen:

If someone else has registered that domain you will likely be infringing on their fair use, possible legal issues will ensue.

If no one else has registered that domain, there's a good chance that winshack.com will end up being blacklisted at your IP since it isn't registered. So, no one will be able to get to your site since it won't be resolvable.
