should the fans suck fresh air threw the rad or blow fresh air on it?

Most people recommend that the fan sucks air through the radiator.

if you can do a push/pull config, do it! :)

But if you only can have one fan on it, have the air pull through the rad. This helps eliminate the dead spot with the fan.
