Not rust. It's a copper/brass rad. Copper/brass happens to be that color....................

looks like rust but i highly doubt it since it is a copper rad like conumdrum suggested, just give it a good rinse and a cloth to wipe over the insides :)

Looks like oxidized copper/brass to me. Hardware Labs has (AFAIK), has never used anything but copper/brass for their rads so rust is a really big stretch of the imagination.

Mainly RADS are made from either copper/brass or aluminum. Steel isn't a good heat conductor. Thus by reason, rust should not be an issue here.
One thing to avoid is the mixing of metals like copper/brass and aluminum in a loop. Galvanic corrosion can occur if these dis-similar materials are not properly using a good amount of corrosion inhibitor glycol.

Seriously though I have the same thing in both my GTX's and sometimes it collects a little in the res as well. I don't know if it is the type of flux they use that contributes to it but yeah I have the same and my ports (bungholes) looks exactly like that.
