Is there anything better than Windows Partition manager?

I used it on a RAID-5 array (3x 2TB Samsung F4) with Quick Format last night and I'm only get about 50 MB/s read/write in benchmarks, thought it should be higher...

RAID array is setup via my EVGA P55 SLI's hardware RAID controller (thur p55), obviously shows up and works just fine.

Given that you use the ich10r i would call that pretty decent.
But the ich10r strength isn't raid 5 it has to pass all the calculations to the cpu of you system thus slowing everything down.
A raid card with a xor engine onboard would do much better but those are expensive
