yes there is a noticeable difference, and the best drive for a 1TB is the samsung f3, so get that one

It depends. If you use the drive for storage/media, then the WD 1TB is ideal and you won't notice any real difference. If this will be used as a main OS/apps drive, then yes. The WD Caviar Black is also louder and more power hungry, but it's faster, making it more ideal for performance while the Green is optimal for storage.
