pci express 1x 4x and 16x question about slot

okies I'm building a system based on the atom 330 processor, it's gonna be a tivo thingy, (ergo HTPC). gonna use a MOBO with the nvida ion chipset so I can playback hdtv and well at the same time I would like to use an internal hdtv card (well most of those come in 1x and 4x flavors) and well most boards only have a 16X slot, question is and correct me if I'm wrong. Am I right that you can plug either a 1x or a 4x or a 16x pci-e in a 16x pci-e slot?

now just find a atom-330 ion board with pci-e 16 and and wifi (i.e. pci-e) mini slot I can't seem to find a that itx-f board from zotan yet, well I could always go with the asus, but it's got blue tooth and pci (that's a step backwards LOL) the one board I did find had yucky so-dimm's memory (which means a bit more expensive ram.
