if you did integrate active airflow over the waterfalling would it work?

it would only help in an open loop, so for liquid cooling it wont make a difference

Without evaporation? In a sealed system? Nope. Perhaps it might promote a tiny little bit of conduction, but then again not much of that going to happen in an acrylic res.

I think if you were to feel the res after the loop was under heavy load for a while, it would definitely feel warmer than ambient, so some heat is being radiated. It wouldn't be anything notable, or easily measurable.
