I suggest trying out this tweak utility (http://www.dslreports.com/tweaks) and adjusting your settings with Dr.Tcp (http://www.dslreports.com/drtcp). Good luck. :)

Than cut and paste results over here (http://forums.speedguide.net/forumdisplay.php?s=&forumid=54) specifying your OS and ISP caps.
