27" TV/Monitor scrambled input.

I have this 27" monitor that I was given. It sees the input from VGA, Component, and you can even go to the menu screen, and move around in it. The problem is everything is so scrambled you can only barely make anything out.
I'm not sure how to fix this, or what even the issue is.

It has speakers on it, and these do work with an input cable. But the screen on any setting is very messed up.

This is what it looks like with VGA in on. (You can almost see the desktop background.)

I guess no one has any idea's eh?

Any advice on what I should do about it? This is way too much a waste of money if I let it stay like this.

Does it only do this on a computer, or no matter what you use for a source ?

It's ANY source.

Video source that is, audio source is fine.
