Internet 10 times too slow

I've a connection offered by my school and it's a super broadband connection, however i can't go over 50kbit/s on the net. Like on download.com i can't dl winrar at a speed over 30kbit/s however my next door neighbour can dl it at 950kbit/s!!!!
On the local network i'm dl'ing @1Mbit/s (i'm on a 100Mbits lan)

Can you help me find out why my internet is so slow?

have you tryed tweaking it at all for your new connection at school? If you haven't try to go to www.dslreports.com then tools and tweak test.
