which is better i have been reading around and the 4650M is just an underclocked 4670M which is just an underclocked 4670 desktop chip while the 9800M GS is just a 9600 desktop varient so the 4650 should perform better right?

It doesn't, the 9800m GS is better.

Compare these two:
http://www.notebookcheck.net/AMD-ATI-Mobility-Radeon-HD-4650.13883.0.html
http://www.notebookcheck.net/NVIDIA-GeForce-9800M-GS.12932.0.html
Resolutions are too low, unfortunately.
Just like Perkan says, wait for RV740/4860/4830/"4770".

I'm doing well with the 9800 GS in my Asus G71G-A2 - It's a great mobile gaming computer, I can run Fallout 3 1920x1200 at decent settings, 2xAA, 4xAF I think.
