vmod and still low OC

I did the gpu vmod for my 4600 yesterday. I can only clock to 367. This seems kinda low. I'm wondering why this is. Its a visiontek and I'm using 1.95v at the moment and it barely is stable at 367 long enough for me to bench. I am also using a swiftech mcw40t (80w pelt) with water temps of about 25C. Just a crappy card?

i have a visiontek 4200 and the things f-in suck ... they can't oc very high :( my max mem is 550 and max core is 310 i hate visiontek expecially the cheap heatsinks and fan's they put on them... i had to put a cpu fan on my vid card because the crappy fan that came with it kept stopping cause of the wires :( but now i don't have any problems cept i can't oc that high

What about you OPP? How do you have such good luck with the visiontek? My last one was kinda weak as well. But then again after the volt mod I though my problems would be solved. The vmod worked fine. I get hard locks is the problem.
