"Not Electrically Conductive:
Arctic Silver 5 was formulated to conduct heat, not electricity.
(While much safer than electrically conductive silver and copper greases, Arctic Silver 5 should be kept away from electrical traces, pins, and leads. While it is not electrically conductive, the compound is very slightly capacitive and could potentially cause problems if it bridges two close-proximity electrical paths.)"

Not shure about that. I would try to remove as much of it as I could. I'm sure someone else has got more knowledge about this though.

Try a toothbrush and alcohol, rinse with alcohol, dry with a hair dryer on low heat. keep alcohol away from any acrylic.

AS5 tastes like crap but it does taste a little better than Ceramique. Wash the toothbrush afterward ;) Or use your wife's

I believe brushing on lots of lacquer thinner will do it. Hold the board near vertical and I have been told it is commonly used to clean circuit boards. It should make it a runny liquid that just carry the stuff away.
