vCore Drop?

Hi guys,

I'm currently setting my vCore to 1.3500v in bios but in windows CPU-Z reads 1.340v idle and 1.304v under load, is that normal?

Yup.

The bios voltage is the target voltage but is pretty much never achieved. The droop under load is an Intel feature and is known as vdroop.
