Im in the process of purchasing my first WC setup. Originally i planned on using a GTX 480 rad. Would the Feser X-Changer Quad 120mm Xtreme Performance Radiator be a better choice.

Im planning on having my CPU and my SLI GTS' (G92) in the loop.

fesers are known to be pretty good rads, think they are better. will it be an external or internal water cooling setup?

It depends on what speed fans you want to use, according to Martin's review of them the Feser is better for fans upto 1900rpm the Black Ice has the advantage above that. Both will cope with the heat load from a CPU and SLI.

See Martins Review here -> http://www.martinsliquidlab.com/The-Feser-Company-X-Changer-480-Review.html for more info.

Go HWLabs (GTX 480). Save yourself tons of money and get a radiator which is very free of flux (at least mine was)

I got an E7200 and two 8800GT (G92) in my loop and there's no difference in temperature on my fans whether I run then in 7V or 12V simply because the radiator is so oversized for that heat dump. I think you'll find yours to be the same. So you can run it at 7V and enjoy some silence and if you ever truly, fully load that loop, you just simply increase your fan speed and you got the best performing high-speed fan quad rad doing its thing
